The New Chief Executive Officer of the PNA Office Calls on FSM Leaders

Palikir, Pohnpei—On 29 March 2017, Mr. Ludwig Kumoru, the new Chief Executive Officer of the Parties to the Nauru Agreement Office (PNAO), made his first official visit to the Federated States of Micronesia in his capacity to inform the FSM leaders on his plan and vision on how to undertake the mandates of the PNAO during his term of office. During his visit, he met with FSM officials and paid his courtesy call on Honorable Yosuo George, the Vice President of the FSM.
Just one year in the office and one week before the 36th Annual Meeting of the Parties to the Nauru Agreement in Majuro starting April 10-14, 2017, CEO Kumoru felt it is an opportune time to call on the FSM leadership to discuss important fisheries matters particularly those important to FSM. Mr. Kumoru eloquently elaborated to the Vice President that his vision for the PNA is to have a Party led organization in which the needs of the members come before that of the PNAO. “PNAO should orient itself as a commercial body whereby it focuses more on the economic aspirations of its members and facilitate realization of those priorities”, said CEO Kumoru.
Vice President George warmly welcomed Mr. Kumoru and congratulated him in his designation as CEO of PNAO. He further expressed FSM’s full support to him in his capacity and FSM’s continued commitment to the Parties to the Nauru Agreement (PNA). In light of Mr. Kumoru’s vision’s, he thanked Mr. Kumoru for his forward looking plan and strategic approach to further enhance the benefits from the exploitation of the tuna resources. He recalled that maximum revenue in the early days from fishing used to be only over 20 million dollars annually compared now where the FSM is generating over $50 million annually in revenue attributable mainly to the Vessel Day Scheme (VDS) – a commendable development effort of the PNA. The tuna resources are FSM’s future hence such resources must be developed in a sustainable manner.
CEO Kumoru was able to observe the opening of the Special Session of the 19th FSM Congress where he met members of the FSM Congress. Later during his visit, he met with the Honorable Wesley Simina, Speaker of the FSM Congress, as well as the Honorable Congressman David Panuelo, Chairman of the Committee on Resources and Development where he reiterated his vision and plan for the PNAO and its members.
Though his visit to the FSM was only a few days, it was a productive one as CEO Kumoru was able to meet many high ranking FSM officials, especially of the FSM National Government. Mr. Kumoru also thanks FSM for its support for the position and expressed his appreciation of FSM’s leadership in fisheries in the region and within PNA. A luncheon was hosted by NORMA on behalf of the Vice- President and Secretary of R&D and Deputy Secretary of Foreign Affairs on the occasion of the CEO’s visit.
